Stephen Amell who plays Oliver Queen on Arrow, attended the Planet Comic Con did a Q&A panel, which he answered questions by fans, like what he preferred DC Comics films or Marvel films, which he replied DC, but before that he did admit he began to watch Phase 1 of Marvel films as homework for a film role.
He did say it’s not a Marvel role but couldn’t elaborate. So what other option is there? Well there is obviously DC and it’s possible he can be playing Oliver Queen, but only if we are getting multiverse, it’s possible he can play a whole different DC character, which while unlikely would be great.
Another thing to note is Valient Comics have just made a deal to present their own Cinematic Universe and Spawn is also in early development. It could be non-comic book related and he is watching on bringing together a Universe.
If you watch the full panel he gives a few hints at changes for Arrow, such as why as Arrow he has not yet become Green Arrow from the comics as well as the possibility that Thea will become Speedy.
