David Ayer, who is working now on the Suicide Squad spin-off Gotham City Sirens has hinted that he is bringing in Roman Sionis/Black Mask to the DC Extended Universe when he went onto Twitter to post a panel of the character.
In Gotham City Sirens, Jeremiah Arkham, the founder of Arkham Asylum also donned the Black Mask persona, which he also used in “Battle for the Cowl” another story arc that could be used in the DC Extended Universe. Catwoman also has a deep connection to the Roman Sionis version, which could serve as a story arc for her.
Now with the film (and comic) being about a trio of villainous women it would come as no surprise we will see more than one Gotham centric villain, but could this mean Black Mask is the main villain or just one of many?
This doesn’t mean the character will first appear in Gotham City Sirens, but it is a pretty big hint that he will at least appear in David Ayer’s next DC Extended Universe film.

In the comics Roman Sionis is a major crime boss in Gotham’s underworld and has a dark past with Bruce Wayne. Recently in the comics he had a run in with Red Hood and the Outlaws and is responsible for unleashing a new Bizarro in the world.
